Three things people usually mean by this phrase, separated out.
The line type
Every phone number belongs to a block a regulator allocated to an operator. Blocks are recorded as mobile, landline or VoIP. A lookup against the operator database returns that label, and that label is the whole basis of the check.
A non-VoIP number is simply one from a mobile or landline block. Nothing about how it looks, or how you receive the message, tells you which it is.
Why platforms care
VoIP ranges can be bought in bulk, cheaply, and thrown away. That makes them the cheapest tool for mass account creation, so platforms treat the label as a risk signal and refuse ranges they associate with abuse.
WhatsApp enforces this hardest. Telegram, Google and Facebook are looser and inconsistent, and every one of them changes its lists without announcing it.
What it is not
“Non-VoIP” is not a quality grade, and it is not a guarantee. A carrier-issued mobile number can still be refused — because the range has been used heavily before, because the country is restricted for that app, or because the platform simply changed its mind that week.
Anyone selling you a promise of acceptance is selling you something they do not control.

No provider can see inside an app's decision, and we do not publish a non-VoIP filter or a delivery guarantee we cannot stand behind. What we can do is make a refusal cost you nothing: a one-time verification is only charged when a code actually arrives. If the number is rejected, or no message comes, it is cancelled and you are not billed for it.
That is enforced in the order engine, not in a support policy. Fair-use limits apply to repeated empty attempts (100 per hour on standard numbers, 400 on premium) so the pool stays usable for everyone.
Checking a line type yourself
An HLR or carrier-lookup service queries the operator database directly and returns the carrier plus the line type. That is the same signal the apps read.
Free web checkers work from copied range tables that go stale, so a single free result is an indication, not proof. If the answer matters, pay for one lookup.
One-time number, or rented?
The choice is about what happens after the first code.
A one-time number
You take a number in the country you need, receive one verification code, and the number is released. Cheapest option, and the right one when the account will never need SMS again.
It cannot receive a second code, so it is the wrong choice for anything that will ask you to re-verify or reset a password later.
Pick a countryA rented number
You hold the same number for a set period and receive every message sent to it. Use it when the account is one you intend to keep — repeat logins, password resets, two-factor codes over weeks or months.
Costs more up front than a single verification, and less than replacing an account you locked yourself out of.
